Introducing the Population Health Intelligence Unit (PHIU)

“Population health intelligence for decision-making to improve health and reduce health inequalities in BLMK.”

PHIU is a small team funded by the Bedfordshire, Luton and Milton Keynes Integrated Care Board (BLMK ICB) and employed by Bedford Borough Council. We support Public Health decision making across the ICB and Local Authorities with data and insights on request.

Who is the PHIU?

PHIU was established in November 2024 but really got going in 2025 when the majority of the team came on board. We are a small team, comprising a Public Health Consultant, Analytics Lead, two Population Health Analysts and a Project Support Officer. We work closely with the ICB’s Population Health Management team, comprising a Programme Manager and two Population Health Management Champions. We also frequently work in conjunction with AGEM CSU and within their data environment.

What does the PHIU do?

We undertake a wide variety of work, the only common factor is that all our work analyses existing data. We don’t undertake research or community engagement, we do not map care pathways and we are not quality improvement or financial experts, but we can support their data needs.

We specialise in ‘deep dives’ into data on specific topics, bringing together existing data and analysis to create useful insights, dashboards and reports. We also support the professional development of analysts across the BLMK system and provide system leadership on population health intelligence.
